It was stocked to a catalogue, not a flag
Every flag state publishes its own required scale and they differ. A generic kit passes a casual inspection and leaves gaps that only appear when somebody is looking for the thing that is missing.
Crew medical and welfare · Palma, supporting vessels worldwide
The medical locker is inspected once a year and opened perhaps twice a decade. Which is exactly why it fails when it is opened: expired, incomplete, or full of things nobody aboard has been trained to use.

How we work
Every flag state publishes its own required scale and they differ. A generic kit passes a casual inspection and leaves gaps that only appear when somebody is looking for the thing that is missing.
Training happens ashore on someone else's equipment. We teach aboard, with the vessel's own kit, in the vessel's own corridors, which is where the stretcher will not turn.
So they were checked in the week before a survey and not otherwise. We hold the dates and send replacements ahead of them, and the audit is a formality rather than a scramble.
Evacuation planning written for the Mediterranean is useless in the Tuamotus. Ours is written against the itinerary actually filed, and revised when the itinerary changes.
“Deckhand went down at two in the morning, six hundred miles out. The doctor was on the line in three minutes, already had our locker list, and talked the mate through it. The audit we had grumbled about paying for in March was the reason it was all there.”
